For Class 3 flammable liquids — the most common hazmat category on US highways — the packing group is determined by flash point and initial boiling point:
- PG I: Initial boiling point of 35°C (95°F) or less. Examples: ethyl ether, some petroleum ethers.
- PG II: Flash point below 23°C (73°F) and boiling point above 35°C. Examples: gasoline (UN1203), acetone (UN1090).
- PG III: Flash point between 23°C and 60°C (73°F to 140°F). Examples: kerosene, many paint formulations, diesel fuel when regulated as Class 3.
Other hazard classes use different criteria — toxicity thresholds for Class 6.1 poisons, corrosion rates for Class 8 materials — but the three-tier logic is the same across classes.
Why the Packing Group Controls Your Packaging
The packing group dictates the UN performance packaging your shipment legally requires. UN-certified packaging is marked with a code that includes an X, Y, or Z rating:
- X-rated packaging: Tested for PG I, II, and III materials.
- Y-rated packaging: Tested for PG II and III materials only.
- Z-rated packaging: Tested for PG III materials only.
This is where carriers get cited: loading a PG II material — say, drums of acetone — into Z-rated packaging certified only for PG III is a violation, even if the placards, shipping papers, and training are all flawless. The reverse is legal: a PG III material may travel in X- or Y-rated packaging.
Intermediate Bulk Containers and Totes
The query that brings many fleet managers to this topic involves chemical totes — Intermediate Bulk Containers (IBCs) commonly used for PG II and PG III liquids. IBCs carry their own UN certification codes (e.g., 31HA1/Y) and must be:
- Certified for the packing group of the material loaded.
- Within their periodic retest date (typically every 2.5 years for leakproofness).
- Marked with the certification code visible and legible.
An expired retest date on an IBC turns a routine tanker-yard pickup into a citable violation, regardless of the tote’s actual condition.

- Shipping paper verification: The driver must confirm the packing group appears correctly on the shipping papers before accepting the load.
- Package condition check: Visible leaks, damage, or missing UN markings on packages are grounds to refuse the shipment. Accepting a non-compliant package transfers liability to the carrier.
- Segregation compliance: Certain packing group combinations cannot be loaded together. PG I materials in particular face strict segregation requirements from incompatible classes.
- Quantity limit awareness: Some PG I materials are forbidden on passenger-carrying vehicles or limited in quantity per transport vehicle.
